He felt that should be <br />determined by the marketplace. <br />Attorney Brandenburg felt the extent of the market <br />study would depend on the type of proposal - if it were a <br />regional mall, for example, we would want a full blown , <br />study, but if it were just a convenience store, it obviously <br />would not require such an extensive study. He noted that <br />one of the reasons for this study is to prevent people from <br />gobbling up all the commercial property in the county and <br />keeping it under their arm, so to speak, when there really <br />isn't a need. -This concept, however, would have to be well <br />defined. <br />Discussion ensued as to when this would all be done and <br />defined, and Attorney Brandenburg stated that it will be <br />part of what they hope to present to the Board and to the <br />Planning & Zoning Commission in an entire package called <br />Land Use Regulations, which will include the final Plan, the <br />new Zoning Code, all the drainage, landscaping ordinances, <br />etc., in one package so that an individual can have one <br />document that will cover all criteria for developing land in <br />the county. He did not have an exact time schedule, but <br />stated that this will be accomplished as quickly as they can <br />manage. He felt they have a very good working basis on <br />which to proceed. <br />Mr. Challacombe next discussed the requirement that all <br />nodes shall have 4.5 sq. ft. of land area to every one sq. <br />ft. of building space. He stated that if the Commission <br />wishes to delete this wording, he has no problem with it; it <br />is only an average meant to be used as a guideline. <br />Chairman Scurlock believed we should have some kind of <br />measuring tape, and Commissioner Bird felt Mr. Koehler is <br />just asking if this measurement is excessive. <br />24 <br />
