AUG 101982 50 PAU 005 <br />Commissioner Wodtke asked if this element goes in depth <br />into right of way to be set aside. <br />Mr. Davis stated that there is a chart on Page 79 which <br />is a functional road classification summary, and this table <br />complements the Thoroughfare Plan itself. <br />Commissioner Fletcher noted there was nothing in this <br />element to address the problem of 10' wide winding roads, <br />such as are found on Orchid Island. <br />Mr. Davis stated that at this point in time there is no <br />provision for less than a 20' pavement for a local road. He <br />felt the definition of local road could be structured so <br />that it could define a local dedicated road then if the <br />developer wanted to go with a local private road and the <br />Board wanted to grant a lesser paving width, perhaps that <br />could be included in the Subdivision Ordinance. The <br />definition of a local road in the Statutes is basically a <br />road with less than 600 vehicles a day. <br />Commissioner Wodtke talked about 12th St. and 4th St. <br />being designed for a speed of a certain number of miles per <br />hour, and Mr. Davis explained that would be the design <br />speed, not the posted limit. <br />Discussion followed as to existing drainage ditches and <br />the need to have an additional 70' of right-of-way, and <br />Mr.Davis explained that the Drainage District owns the 30' <br />right-of-way; so, we actually need a total 100' right of way <br />if in the year 2000, for instance, we wanted a road with all <br />facilities, sidewalks, drainage, etc. <br />Discussion continued on the right of way we presently <br />have in different areas, and Commissioner Wodtke inquired <br />about the possibility of our ever being able to accomplish <br />this particular goal. <br />Commissioner Lyons believed we are going to be forced <br />to accomplish this goal, and Commissioner Fletcher noted <br />32 <br />
