that by addressing this now, it will be possible; if we do <br />not address it now, it will be impossible. <br />Mr. Davis reported that this is in line with what other <br />cities and counties in the state are doing. <br />Commissioner Bird asked if there is a provision for <br />scenic trails, and Mr. Davis stated that they are addressed <br />on Page 76, Policy Statement #2. <br />Mr. Challacombe reported that they listed four scenic <br />roads and assigned them a priority. He noted that this is a <br />long involved process, and there is an existing Jungle Trail <br />Committee. Mr. Challacombe asked the Board for recognition <br />of the four following priorities: <br />Jungle Trail <br />Quay Dock Road <br />Fellsmere Road <br />Old Winter Beach Road <br />The Board had no objections. <br />Commissioner Fletcher asked if it would be possible to <br />have an index on each element or some sort of reference <br />titles so that people will not have to read the entire <br />document. <br />ITEM #13 - CONSERVATION AND COASTAL ZONE MANAGEMENT ELEMENT <br />The Chairman asked for any questions or highlights. <br />No one had any comments. <br />ITEM #14 - RECREATION AND OPEN SPACE ELEMENT <br />Commissioner Bird reported that this has been through <br />the Parks & Recreation Committee and they did work with <br />staff on it. He felt more has been put in it re some <br />capital estimates. <br />Mr. Challacombe stated that the update of capital <br />improvements will be done on an annual basis.
