AUG 101982 BOLA. 9 <br />ITEM #15 - HOUSING ELEMENT <br />Commissioner Wodtke stated that he worked on this with <br />the staff and asked if the necessary provision was inserted <br />to take care of the concerns of the Department of Community <br />Affairs. <br />Mr. Challacombe stated that they do have a draft of a <br />paragraph that has been approved by the Planning & Zoning <br />Commission as follows: <br />"The County will provide sites for groups with special <br />housing needs, such as the elderly, dependent children, <br />physically or mentally disabled, and non -dangerous <br />mentally ill. Group housing and foster care homes will <br />be encouraged to locate in stable residential neighbor- <br />hoods which provide access to needed facilities and <br />services. The special housing will be distributed <br />throughout the county and will meet ,the standards and <br />design criteria of that district. These sites shall <br />not significantly adversely impact the existing neigh- <br />borhood. <br />Concern was expressed about the fact that it says the <br />County will provide sites, and Mr. Challacombe felt we could <br />strike the first sentence and just say group housing will be <br />encouraged. <br />Chairman Scurlock noted that they do not want to remove <br />these people from society, and this has met with some <br />objections in some places. <br />Commissioner Wodtke felt the problem was that -we hadn't <br />addressed this issue at all and need to include it in the <br />element. <br />ON MOTION by Commissioner Lyons, SECONDED by <br />Commissioner Wodtke, the Board unanimously agreed <br />to incorporate the above paragraph in the Housing <br />Element with the first sentence deleted. <br />34 <br />
