AUG 181982 <br />DOUGLAS ELEMENTARY SCHOOL SITE - DISCUSSION <br />BOOK <br />Lynn Williams, Acting General Services Director, <br />explained the following utilization alternatives: <br />WEST WABASSO CIVIC LEAGUE - PROPOSAL <br />The West Wabasso Civic League presented a proposal for use <br />of Douglas School Site as a Community Resource Center <br />to the Indian River County School District in January 1982. <br />This program was also outlined in a presentation to the <br />Indian River County, Board of Commissioners after the School <br />District Board decided to offer the County the facility for <br />its use. <br />The Civil League proposal included programs and activities <br />for Wabasso area from a variety of agencies. <br />A. A public health facility operated by the Florida <br />Community Health Center. <br />B. Economics Opportunities Council of Indi-ark River <br />County requested three class rooms and the cafeteria - <br />kitchen for use as a Headstart facility for pre- <br />schoolers. <br />C. Adult Vocational Community Education Program. <br />D. Indian River Community College Program. <br />E. North County Recreation Program. <br />STAFF COMMENTS <br />In review of this proposal the following comments are submitted: <br />The West Wabasso Civic League proposal has included several <br />agencies who have approached County individually for space <br />allocation. --The Civic League's request does not specifically <br />outline how control of the facility will be maintained. <br />Individually each program has merit and several are <br />federally funded programs. Most have requested space for <br />one dollar a year lease fee. Although some have stated a <br />desire to pay a portion of the utilities there are still <br />administrative and maintenance costs which the County would <br />absorb. Basically the main staff concern is that of a <br />facility with many operational costs and no income to <br />offset those costs. <br />
