Patrick Bruce King REFERENCES: Coordinated Transportation <br />Community Development Development Plan <br />Director <br />It is recommended that the data herein presented be given <br />formal•consideration by the Board of County Commissioners. <br />DESCRIPTION AND CONDITIONS: <br />In 1979, the Florida State Legislature enacted Chapter 427 <br />Transportation Services. The intent of this legislation is <br />to foster the coordination of specialized transportation <br />services for the "transportation disadvantaged". The statute <br />defines transportation disadvantaged as: <br />"...individuals who because of physical or mental <br />disability, income status, or age are unable to <br />transport themselves or to purchase transportation <br />and are, therefore, dependent upon others to <br />obtain access to health care, employment, education, <br />shopping, social activities, or other life-sustaining <br />activities." <br />Section 427.012 provides for the formation of a statewide <br />Coordinating Council on the Transportation Disadvantaged. <br />The primary duties of the Coordinating Council are to develop <br />policies/procedures for coordination of funding and grants, <br />compile data on transportation needs, provide information, <br />and approve the appointment of Transportation Providers. <br />The objectives of Chapter 427 are implemented at the local <br />level by a Local Planning Organization (LPO). This LPO has <br />three major functions; drafting of a Transportation Develop- <br />ment Plan, a Transportation Improvement Program (TIP) and the <br />appointment of a Transpor-=atiori Provider. Attachment 1 <br />gives an overview of the organization and a summary of respon- <br />sibilities under Florida Statutes and includes Chapter 427. <br />On October 22, 1980, the Board of Couaty Commissioners accepted <br />responsibility for the Transportation for the Disadvantaged <br />Program and became the Local Planning Organization (LPO). At <br />the September 30, 1981, meeting, the Board authorized a Joint <br />Participation Agreement with the Florida Department of Trans- <br />portation (FDOT) to provide a Transportation Development Plan <br />as required in Section 427.015 (1). Kimley-Horn and Associates <br />was retained to develop that study. On May 19, 1982, the <br />Board of County Commissioners reviewed the preliminary section, <br />Inventory, Analysis and Alternatives and instructed Kimley- <br />Horn and Associates to complete the study including a five- <br />year development plan which specified implementation steps <br />AUG 181982 ' .51 pw 53 <br />34 <br />
