D SUBJ ECT: <br />Acting Cdunty� Administrator <br />FILE: <br />BEACH ACCESS AND DEVELOPME14T <br />PLAN <br />FROM:�l <br />Bruce King, Director EFERENCES: <br />Community Development <br />Division <br />It is recommended that the data herein presented be given <br />formal consideration by the Board of County Commissioners <br />on August 18, 1982. <br />DESCRIPTION AND CONDITIONS: <br />As directed by the Board of County Commissioners on July <br />7, 1982, the Planning Department has formulated the attached <br />draft of the Beach Access and Development Plan for Indian <br />River County. <br />ANALYSIS: <br />The Beach Access and Development Plan presents an overview <br />of the physical and,environmental issues surrounding the <br />provision of beach access facilities. In addition, the <br />plan evaluates the existing beach access facilities in <br />relation to the current and future demand for such facil- <br />ities. The alternative methods of beach access acquisition, <br />as well as the potential funding sources, are presented in <br />Chapter 3. Chapter 4 of the Plan presents the specific <br />recommendations for the Beach Access and Development Plan. <br />Section 1 of this Chapter presents the proposed goal, <br />objectives and policies for the future development of a <br />beach access system in Indian River County. Sections 2 and <br />3 identify the current and long term needs of the county in <br />regard to beach access facilities. Section 4 contains a <br />five-year capital improvement program which begins in Fiscal <br />Year 1983-1984. The staff's recommended funding source is <br />presented in Section 5. Finally, Section 6 presents a <br />specific work program for the implementation of the Plan. <br />Based upon the objectives of the Plan and the proposed <br />capital improvement program, it is anticipated that a <br />$5,000,000 general obligation bond issue would be required <br />to completely implement the recommendations of the Plan. <br />Should the general populace approve the referendum for the <br />issuance of a general obligation bond issue, this approval would <br />serve as the County's financial commitment to the Florida <br />Department of Natural Resources for the County's participation <br />in their "Save -Our -Coast" Program. In addition, the revenue <br />generated through this bond issue would be utilized to seek <br />other State and Federal sources of funding for beach access <br />facilities, as proposed in the Plan. <br />RECOMMENDATIONS: <br />It is recommended that the following actions be taken: <br />1) That the Board of County Courmissioners adopt the Beach <br />Access and Development Plan for Indian River County. <br />2) That the County staff be directed to take the necessary <br />actions in order to have a referendum on the November <br />eneral election.ballot for the County's issuance of a <br />5,000,000 general obligation bond issue. <br />
