Letter dated June 11 1982 <br />Acting County Administrator from Office of the Sheriff <br />to Chairman of Bd. of C.C. <br />DESCRIPTION AND CONDITIONS <br />On June 11, 1982 Sergeant Manuel "Bob" Reese, Indian River County Sheriff's <br />Department, in a letter to the Chairman of the County Commission requested <br />the Board to consider providing a pasture and a four -horse trailer for <br />large animals such as horses, cows, etc. as -required by the provision of <br />F.S.S. 588.21. <br />The Animal Shelter does not have the facilities to house these large <br />animals thus as a result of this request, staff has inspected several <br />county owned parcels of property which could be used for this purpose. <br />The Sheriff's'Department has usually been able to find individuals to <br />contract for the safe keeping of these animals; however, none of them <br />want to enter into a continual agreement because they would not want to <br />mix their livestock with possibly contaminated livestock. <br />Land inspected is located in the 4600 block of South Gifford Road across <br />from the County barn on the NE corner of 4th and Rangeline and on 14th <br />Avenue just north of Oslo Road. Each of the areas would need to be fenced <br />at an estimated cost of $500. Two of the areas would not meet zoning re- <br />quirements for this use. <br />ALTERNATIVES AND ANALYSIS <br />A. F.S.S. allows a $10 fee and 14 cents per mile for transporting these <br />animals by private individuals. In addition the law provides for the <br />feeding and care of the impounded animals and such fee cannot exceed <br />$2.50 per day for each animal. Since it is difficult to get individuals <br />to enter into an agreement at these prices, staff would need authority <br />to negotiate satisfactory arrangements which would include transporting. <br />B. The land located in the NE corner of 4th and Rangeline has water and is <br />zoned but would reed to be, fenced. Estimated cost for fencing is $S00. <br />A four -horse trailer could be.purchased for $2,352.92; however, staff <br />understands that the Animal Control Officer feels a much stronger <br />trailer would be needed since the animals generally hauled have been <br />allowed to run wild and are very difficult to transport in this type <br />of trailer. The County would need to go out for bids on this item. <br />The Sheriff will furnish the vehicle to pull the trailer and will pro- <br />vide maintenance on the trailer. <br />AUG 181992 60 mwK 51. tAu 79 <br />
