explained that the definition of independent districts was <br />redefined this year for the purpose of adopting budgets. <br />This definition only applies for the purpose of the budget. <br />ON MOTION by Commissioner Lyons, SECONDED by <br />Commissioner Wodtke, the Board unanimously agreed <br />to show the $24,000 and interest as income on the <br />1982-83 budget of the South County Fire District. <br />Commissioner Fletcher rioted that the 1982-83 budget <br />indicates in the last quarter an additional 20 men. He <br />wished to have some idea of the dollar amount involved. <br />Mr. Nason believed it is about $125,000. <br />Discussion ensued about the fact that none of the — <br />Districts exceed rollback millage. <br />Public Discussion <br />The Chairman asked if anyone present wished to be <br />heard. <br />John Hensler of Indian River Shores stated that this <br />budget means increased taxes for him on almost all of his <br />property and he did not feel it is right. He also did not <br />feel it is right that the County collects franchise fees <br />from Florida Power & Light and from Florida Cablevision, but <br />for years has neglected to collect franchise fees from the <br />City of Vero Beach. <br />Chairman Scurlock informed Mr. Hensler that he and the <br />County Attorney have been directed to contact the City of <br />Vero Beach for discussion of that specific issue. <br />Attorney Brandenburg stated that although he did not _ <br />believe the City Council has taken any official action, the <br />officials he has discussed this matter with state they would <br />have no objection to such a franchise fee if it could be <br />legally imposed.
