SEP 15 1982 51 pyo 373 <br />Commissioner Lyons reported that the committee has been <br />struggling to set up an agreement between the County and the <br />Vero Beach Library and the Sebastian Library so that we have <br />an understanding about giving them County funds. The <br />proposed agreement in the back-up material is the one which <br />was voted on by the majority of the Library Advisory Board. <br />at the last meeting. The only thing still in question is <br />regarding the central administration of the library unit, <br />and State law clearly requires that there be but one library <br />head for the County even though the County library system is <br />made up of private libraries such as the Vero Beach and <br />Sebastian Library Associations. Commissioner Lyons noted <br />that we have set aside $55,000 for the Sebastian Library; <br />they have to hire a librarian, and his. suggestion was to use <br />part of those monies and hire the Sebastian librarian as the <br />County librarian, thereby killing two birds with one stone. <br />Tom Nason, Chairman of the Library Advisory Board, felt <br />that was a good solution, but noted that the Advisory Board <br />feels that each year the head librarian should switch back <br />and forth from Sebastian to Vero Beach. <br />Considerable discussion ensued about central <br />administration and the centralized handling of funds, and <br />Mr. Nason reported that State Librarian Virginia Grigg felt. <br />that all matching funds must be held in a central location <br />and monitored by the County Finance Director. Donations <br />pledged as matching funds also must be deposited with the <br />County to insure central control. <br />In further discussion, Commissioner Fletcher noted that <br />the wording on Page 2, paragraph E, requires that the <br />governing body in each library shall conduct meetings at <br />least quarterly and send advance notice of all such meetings <br />to the County. lie felt the county citizens should receive <br />some notice as well. <br />114 <br />
