Mr. Nason stated that these all should be open meetings <br />and he will clarify the wording to reflect this. <br />Commissioner Wodtke wished to know if the requirement <br />that one of the participating libraries shall remain open at <br />least 40 hours weekly meant that either one or the other <br />will have to be open 40 hours, and Mr. Nason confirmed that <br />was the requirement. <br />Commissioner Bird inquired about auditing, and <br />Commissioner Lyons noted that we now do the bookkeeping for <br />the Vero Beach Library and will do it for both libraries. <br />MOTION WAS MADE by Commissioner Lyons, SECONDED <br />by Commissioner Bird, to authorize the Chairman <br />to sign the Agreement with the Indian River <br />County Library Association and the Sebastian <br />River Library Association, as shown in Exhibit A <br />of the letter of Assistant County Attorney Paull <br />dated September 10, 1982. <br />Commissioner Fletcher suggested as an alternative that <br />the administrative head might be a Commissioner, but it was <br />pointed out that the Statutes indicate the administrative <br />head must be a qualified librarian. <br />Commissioner Wodtke questioned how a determination <br />would be made as to the amount of money that has been put in <br />the centralized funds by each of the libraries -in the event <br />that one wished to dissolve the agreement. <br />Mr. Nason stated that if the County funds 70% of the <br />library, then 70% of the assets on the average would be <br />considered to belong to the County on dissolution; of <br />course, there are certain eleemosynary items that would have <br />to be considered also - donations of books, etc. <br />,/ <br />Mr. Nason commented that State Librarian Grigg has <br />stated that it would be acceptable for Betty Rodgers to be <br />115 AOR 51 PAGE 374 <br />SEP 15 1982 <br />
