S € P 151992 tic.' <br />Chairman Scurlock noted for the record that while he <br />was a member of the Vero Beach City Council, he served on <br />the Board of Directors of Risk Management, which was an <br />unpaid job. <br />DISCUSSION RE UTILIZATION OF DOUGLAS SCHOOL <br />Administrator Wright reviewed the following memo: <br />TO: The Honorable Members of DATE: September 8, 1982 FILE: Agenda . <br />the Board of County°Commissioners September 15, 1982 <br />THRU: Michael Wright SUBJECT: Douglas School <br />County Administrator <br />FROM: Lynn WilliREFERENCES: <br />Acting Gen ervices Director <br />DESCRIPTION AND CONDITIONS <br />At the August 18, 1982 meeting of the Board of County Commissioners, <br />Staff was directed to seek public input regarding a proposal by <br />the Department of Corrections to obtain the Douglas Elementary <br />School for a youthful offender -facility. Staff attended, (along <br />with Commissioner Wodtke) a meeting held Angust 31, 1982, by the <br />Wabasso Civic League concerning this matter. <br />The Civic League stated total opposition to the D.O.C. proposal. <br />Pars. Margaret Ingram, President of the West Wabasso Civic League, <br />requested an opportunity to submit a proposal for utilization of <br />the School Site, including possible funding and an outline of the <br />control of the facility. <br />Presently we are faced with a facility, recently vandalized, which <br />will require considerable funding to operate and control. Attached <br />is an outline of projected monthly expenses associated with the <br />School Site being used as a community resource center. (Attachment <br />A) . <br />Alteration and repair costs are projected,, (Attachment B) to <br />return the facility to a usable condition, no additions to the <br />electrical system, air conditioning or painting is included in <br />the capital outlook for renovations. <br />The County may be faced with additional expenses to up -grade the <br />electrical system if major alterations are proposed to the re- <br />mainder of the facility. <br />ALTERNATIVES AND ANALYSIS <br />A. Community Resource Center Concept <br />Offer space for lease in the complex for approximately $2.00 per <br />square foot to Community Service organizations including Florida <br />Community Health Center, E.O.C. and other similar organizations. <br />This rate would be for operating expenses only and would not generate <br />an excess of funds for capital improvements. <br />_0 <br />
