TO: The Honorable Members DATE: September 3, 1982 FILE: <br />of the Board of County <br />Commissioners <br />THROUGH: Michael Wright <br />County Administrator SUBJECT: <br />DEPARTMENT HEAD CONCURRENCE: <br />Patrick Bruce King, AICP <br />FROM: Janis Johnson <br />Staff Planner <br />REQUEST FOR <br />PRELIMINARY <br />LANDING <br />REFERENCES: <br />IRC -82 -SD -02,#236 <br />APPROVAL OF <br />PLAT OF DALE'S <br />It is requested that the data herein be given formal. consid- <br />eration. <br />DESCRIPTION AND CONDITIONS: <br />The applicant requests approval of a preliminary plat for a <br />4.8 acre, 7 lot subdivision located between U.S. #1 and the <br />Indian River south of Floravon Shores and directly adjacent <br />to the northern boundary of Reflections on the River .The <br />proposed subdivision is located directly south of the FDOT <br />drainage ditch. The subject property is zoned R-lAA, Single <br />Family District (maximum density of 2.6 units/acre) and is <br />in an LD -2, Low Density (maximum density of 6 units/acre) <br />land use catagory. <br />The site has no areas designated as Environmentally Sensitive <br />under the Comprehensive Plan, nor any area protected by the <br />Department of Environmental Regulation (DER). There is, <br />however, a + 20 foot wide strip of wet, marsh -like land <br />running along the eastern boundary of the subdivision on <br />the Indian River. Although not required, the applicant has <br />designed the drainage system to protect this strip. The <br />subdivision will retain on site drainage and will not direct <br />stormwater run-off to the FDOT drainage ditch, nor to the <br />Environmentally Sensitive area in Reflections on the River. <br />A sodded berm with 5:1 ratio and a 12 foot retention area at <br />the western side of the base, will be constructed as part: of <br />the drainage improvements <br />The applicant has agreed to dedicate an additional 40 feet <br />Right -of -Way along U.S. #1. The internal road and drainage <br />easements will also be dedicated to the County. There is a <br />20 foot easement which provides access for Lot #5. There is <br />a 5 foot wide private access easement to the Indian River <br />provided on the north side of Lot #1. All lots:in the sub- <br />division will be granted use of this easement. <br />The subdivision is in compliance with the Subdivision Regula- <br />tions, Zoning Ordinance, Comprehensive Plan, and T.R.C. <br />recommendations. <br />RECOMMENDATIONS: <br />Staff recommends approval subject to the following conditions; <br />1. A note shall be placed on the final plat stating the sub- <br />division is within the 100 Year Flood ?lain and the swales <br />l will probably be inundated during extremely wet periods. <br />2.
