SEP 15 1982- max. . 51 PAGE P <br />Mr. Cook emphasized that this particular Lodge has been <br />without a lodge home since its inception 34 years fi ago. He <br />then reviewed at length the history of the DAV's request <br />that they be allowed to lease the Welfare Building. <br />Commander Robert Clark confirmed the DAV's disappoint- <br />ment and disillusionment upon learning that the Judge <br />apparently will be making permanent use of the Welfare <br />Building, for at least two years. He informed the Board <br />that even though it had been indicated that the DAV might be <br />allowed to lease this building to aid them in their efforts <br />to establish their own home, the DAV is now taking the <br />Commission off the hook and asking that their request to_, <br />lease the building be withdrawn. They realize this Board <br />has no legal obligation to furnish them with quarters, and <br />they are taking their request to the Vero Beach City <br />Council. <br />The Board expressed appreciation of the DAV's attitude, <br />but stated that while they felt the DAV should pursue their <br />option with the City, they would like to have them keep <br />their option open with the County as the use of this <br />building might prove to be a viable alternative sometime in <br />the future. <br />Veterans Service Officer Cook commented on the parking. <br />problem at the Welfare Building and felt there would be a <br />problem getting the VFW to allow a use of their parking <br />facilities because they are open daily from 10:00 until <br />2:00. He then informed the Board that the City of Vero <br />Beach has five acres across from the City cemetery, and he <br />believed they will give the DAV one acre. <br />Commissioner Lyons felt that would be fine and stated <br />that he frankly would have trouble with the DAV having a <br />permanent use of the Welfare Building because, as the County <br />grows, the Health Departmentwillhave to be expanded. <br />76 <br />
