SOURCE SELECTION AND CONTRACT FORMATION <br />(CONTINUED BI"CCErTANCE AND BID EVALUATION) <br />E. Bid Acceptance and Bid Evaluation. Bids shall be <br />unconditionally accepted without alteration or <br />correction,. except as authorized in this Code. <br />Kids shall he cvnll,akaA based on the—requirements <br />set forth in the Invitation for Bids, which may <br />include criteria to determine suitability for a <br />particular purpose. Those criteria that will <br />affect the bid price and be considered in <br />evaluation for award, excluding cash discounts, <br />shall be objectively measurable, such as trade <br />discounts, transportation costs, and total or life <br />cycle costs. The Invitation for Bids shall set <br />forth the evaluation criteria to be used. No <br />criteria may be used in bid evaluation that are not <br />set forthin the Invitation of Bids. Except if so <br />indicated in the basis of award. All Bids must <br />have an original authorized signature. <br />F: Cordon, Cancelra on, or With rawal of -fids <br />1. Addition or Deletions to Bids. <br />A. Bid Requirements. After bid opening, an <br />otherwise no bidder -shall be permitted to <br />delete exceptions to bid conditions or <br />specifications which affect price or <br />substantive obligations. <br />B_. Responsibility, Determination, with <br />Additional Information. Bidders may be <br />asked-torovi-de he Purchasing Manager <br />with any information required to determine <br />the responsibility of the vendor. <br />C. Waiver of Technicality. Information shall <br />-not-be considered after the -bid opening if <br />it has been specifically requested to be <br />provided with the bid and becomes a matter <br />of responsiveness.
