SOURCE SELECTION AND CONTRACT FORMATION <br />3.3 (CONTINUED AWARD) <br />contract_which_do_not substantially alter the <br />character of the work contracted for, and which <br />do not vary so substantially from the original <br />SvIec fi C— nn1o11Dco-conrstltute anew <br />undertaking, such changes must reasonably and <br />conscientiously be viewed as being in <br />fulfillment of the original scope of the <br />contract rather than as departing therefrom. <br />Further, such changes, when viewed against the <br />background of the work described in the contract <br />and the language used in the specifications, <br />must clearly be directed either to the <br />achievement of a more satisfactory result or the <br />elimination of work not necessary to the <br />satisfactory completion of the contract. <br />2. The county administrator is hereby authorized <br />to approve and initiate work on the following <br />types ofchang�ersetermine. in his <br />judgement, <br />follows: <br />(a) All change orders decreasing the cost of <br />th.e-contract—to the -county, providing, <br />however, such decrease does not materiallv <br />alter the character of the work <br />contemplated by the contract. <br />%) ---_A change order, consisting of one or more <br />changes permitted by subsection (1) above, <br />where t e net change, testing into amt both <br />increases and decreases in cost, increases the <br />cost of the contract to the county, by an <br />amount not in excess of five thousand dollars <br />($5,000.00). <br />3. All other change orders must be formally <br />approved by the county commission before work <br />may be authorized to begin; and no claim <br />against the county for extra work in <br />furtherance of such change order shall be <br />allowed unless said prior approval has been <br />obtained, notwithstanding any other provision, <br />contractual or otherwise. <br />4.
