SOURCE SELECTION AND CONTRACT FORMATION <br />(CONTINUED COMPETITIVE -SEALED PROPOSALS <br />F. Award of Proposals. Award shall be made to the <br />responsive, responsible offeror whose proposal is <br />determined, in writing, to be the most advantageous <br />to +he Crmiftytaking- into- consideration the <br />evaluation factors set forth in the Request for <br />Proposals. The contract file shall contain the <br />reasons for the award, including the evaluations of <br />all persons rating the proposals. After award, <br />conv will be forwarded to Purchasinq for the file. <br />3.5 PURCHASING GUIDELINES <br />A. ALL requests for purchases and Bids shall be made <br />on a properly prepared Purchase Requisition.' <br />Requisitions must be completely filled out and have <br />the proper authorized signatures, account number <br />and funds approved by the Budget Office. Without <br />this information, t e�isition wile returned <br />to the originator. <br />B. Purchase Requisitions from $1,000 to $5,000 shall <br />be accompanied with three (3) quotes indicating <br />vendor, leis- address—,telephone number; and prime. <br />Otherwise, the requisition will be rejected and <br />returned to the originator. On request, the <br />Purchasing Manager may obtain quotes for specific <br />commodities. <br />C. Any procurement below the mandatory bid amount may <br />be made by the Pur-hasing Manager provided—hat <br />procurement requirements shall not be artificially <br />divided so as to constitute a small purchase under <br />this section. <br />D. No employee under the County -Commission, has the <br />authority to purchase or commit public funds toward <br />the purchase of supplies or services without first <br />going through the authorized requisitioning and <br />purchasing procedures. <br />E. Requests for a purchase order number prior to <br />receipt of a requisition will be denied by the <br />Purchasing Manager unless it is a bonafide <br />emergency which is cover under a different section. <br />F.
