I <br />61982 <br />51 60 <br />7. <br />The Facility will use the following criteria in <br />deterWininv <br />indigency and residency: <br />A. Length of time patient has resided in County. <br />B. Existence of family and/or relatives presently living in the <br />same household. <br />C. If the patient has insurance, Workman's Compensation and/or <br />receives Medicaid or Medicare. <br />D. The existence of a savings or checking account. <br />E. Value of property owned if any. <br />F. Up to date record of employment. <br />G. Driver License and/or Voter's Registration card. <br />8. The determination of indigency and residence will be made by the <br />Facility immediately upon admission or soon thereafter as is practicable, <br />taking into consideration the severity of the illness or injury. The <br />source of the above information may be the individual admitted or any <br />other party responsible for said minor individual. The results of the <br />initial determination of indigency will be communicated to the Indian- - - <br />River County-_Welfare _by- the -Facility-by tel.ephone_ar- eleacmmurucation -- -_- <br />device, or if unavailable by the next most efficient means. Additionally, <br />the Facility will document the information acquired and mail a copy to the <br />Indian River County Welfare Department. <br />9. After investigation and certification of indigency and residency <br />by the Director of the County Welfare Department, the Facility will be <br />notified that the County Commission may accept limited responsibility for <br />reimbursement of costs incurred in.behalf of the patient for eligible <br />medical services. <br />10. Determining Factor: <br />A. The County Welfare Department will only pay for emergency or <br />acute cases. The determination of the severity of the illness will be <br />left up to the Board of County Commissioner's, with the assistance of the <br />Director of the Indian River County Health Department. <br />B. The County Welfare will not reimburse for elective surgery <br />or tests. Non-critical surgery will be reimbursed, but only in an emergency. <br />C. The County Welfare Department does not accept responsibility <br />for physicians services, arrangements must be made between the recipient and <br />the physician. <br />11. Prior to any reimbursement and upon request by the Inman River <br />County Welfare Department the Facility will forward a statement and <br />schedule of services rendered to the resident indigent. <br />12. The Indian River County Welfare Department will then made a deter- <br />mination as to whether the injury and illness is reimburseable under this <br />procedure and other applicable rules and regulations. <br />13. The final decision for reimbursement of monies will be made ty <br />the Board of County Commissioner's to the Facility. <br />72 <br />
