He felt the <br />practical answer is to have the bond. <br />Commissioner Bird asked if we have a problem on legal <br />-ground if we differentiate between governing agencies and <br />private individuals. <br />Attorney Brandenburg stated we would not. He noted <br />that we know governments agencies have budgeted for this <br />during the year and have a fund. <br />Commissioner Wodtke asked about billing on the 15th and <br />30th of the month, and the Administrator felt that would <br />present twice the problem and no more money. He recommended <br />either a cash bond or some type of performance bond at 1.2 <br />times the average monthly bill or let Mr. Haley estimate for <br />non-governmental agencies. Governmental agencies such as <br />the City, the School Board, etc., would be exempt. <br />MOTION -WAS MADE by Commissioner Bird, SECONDED <br />by. Commissioner Fletcher, to accept the recommenda- <br />tion of staff for a bond equivalent to 1.2 times <br />the average monthly bill; government agencies to <br />be exempt from this requirement.. <br />Discussion followed on details as to the method of <br />determining an average bill, etc., and question arose about <br />problems with franchise people paying bills. Mr: Haley said <br />there has been no problem with that since the transfer of <br />Indian River Sanitation to Harris Sanitation. He then <br />talked about problems with the Harris people altering <br />tickets. <br />THE CHAIRMAN CALLED FOR THE QUESTION.
