The post office would purchase <br />the mailboxes, pay for the shelter, maintain the shelter, <br />and provide the key control. Mr. Stinson stated that this <br />was a nationwide program and was successful, due to its cost <br />effectiveness. He stated that the postal service could not <br />absorb all the fees and requested a blanket site plan <br />approval from the County. <br />Mr. Peterson stated that this new program eventually <br />would reduce their work staff by 50% in ten years. He then <br />explained the sectional center concept for mail delivery <br />throughout the state. <br />Discussion followed. <br />Bruce King, Community Development Director, explained <br />that the process, presented by the postal service in August, <br />was approved by the Planning & Zoning Board. He continued <br />that in new construction it would be a simple matter because <br />in going through the site plan review process, they would be <br />assured of provisions for mail delivery. However, for an <br />existing development, it would create more of a difficult <br />situation because the developer could not come in for a site <br />plan review. He then talked about the -fees, the time <br />element, and the departments that would be.involved in this <br />process. Mr. King stated that the staff recommendation <br />would be to continue with the site plan process and waive <br />the $10 fee for the zoning permit. <br />Commissioner Lyons wondered if it would be possible for <br />the Planning & Engineering Departments to put together a <br />sample type of plan to prevent the Postal Service from <br />having to come in for every installation. <br />Lengthy discussion followed, and it was determined that <br />the City should be contacted regarding their fees. <br />Attorney Brandenburg recommended that the process be <br />streamlined and that it go through Planning & Zoning rather <br />.00T 6 1982 14 1f CU r <br />
