ARTICLE 15 <br />OTHER CONDITIONS OR SERVICES <br />of consolidating the Civil Defense facilities with the Sheriff's <br />facilities. <br />All jail and related facilities shall be planned to meet the <br />immediate community needs for the next twenty -(20) years, and the <br />flexibility for future expansion. <br />Criminal Justice Complex Goals <br />a. Criminal Justice Complex to accommodate maximum use by <br />Criminal Justice system and necessary supportive systems. <br />b. The Criminal Justice Complex shall be designed in a manner <br />which will be in harmony with the site selected. It shall be placed <br />on the site to accommodate future expansion. <br />c. The Complex shall be designed to accommodate the general <br />public, community service agencies and specialized agencies with the <br />minimum interruption of operations. <br />d. The Criminal Justice Complex shall be designed to incor- <br />porate the most energy-efficient and economical systan practicable. <br />e. The maintenance system shall be designed to accommodate a <br />minimum of staffing. The Complex shall be easy to maintain and to <br />clean. <br />f. The site that is selected will be large enough to accom- <br />modate for future expansion, adapt to future needs and be flexible <br />enough for future requirements, including provision for juveniles <br />and other special populations. <br />g. The Criminal- Justice Complex shall be designed to optimize <br />cost efficiency and be cost-effective. <br />h. Should the Civil Defense Department be incorporated into <br />the Criminal Justice Complex, all governmental standards shall be <br />met. <br />i. The Criminal Justice Complex shall be designed in accor- <br />dance with all applicable State, Federal and County requirements. <br />j.
