Commissioner Wodtke commented that it would be <br />beneficial if there were a uniform application process for <br />all residents of the state. He also pointed out the <br />'liability aspect that the Sheriff mentioned earlier, which <br />was difficult to address. Commissioner Wodtke pointed out <br />that the Board must make the guidelines for firearms and he <br />did not want to restrict sportsmen. <br />Attorney Brandenburg cited the case of Brevard County <br />vs. Bagwell, in 1980, which concerns licensing of firearms. <br />He stated that without an ordinance, the Board did not have <br />a vehicle with which to issue a permit. <br />The Sheriff interjected that he felt a person carrying <br />a concealed firearm should be more proficient. He thought <br />the Board might want to use Dr. Lindsey's suggestion to <br />exempt people who have attended the Florida Game & Fresh <br />Water Fish Commission training course. <br />Commissioner Lyons noted that other courses the <br />applicants have had might also be taken into account. <br />The Chairman suggested tabling this item until staff <br />has had an opportunity to implement the items brought out in <br />today's discussion, as well as how applications are to be <br />renewed. <br />MOTION WAS MADE by Commissioner Fletcher, <br />SECONDED by Commissioner Lyons, that the' <br />Board continue this public hearing to 2:00 <br />o'clock P.M. on November 3, 1982. <br />Dave Jenner, Vero Beach resident, inquired if the Board <br />and Sheriff were going to be responsible if someone died who <br />wanted to apply for a permit; and why did the applicant <br />have to be proficient? <br />Commissioner Wodtke assured Mr. Jenner that they were <br />trying to solve the problems involved in this regard. <br />23 <br />51 rw 552: <br />OCT� <br />6 982 <br />
