'OCT 61982 B ON <br />Lengthy discussion followed concerning the training <br />requirements. <br />The Chairman asked if there was anyone present who <br />wished to be heard. <br />Dr. Aris C. Lindsey, veterinarian in Vero Beach for the <br />past 28 years, came before the Board. He suggested the <br />Board consider the Hunter's Safety Program sponsored by the <br />Florida Game & Fresh Water Fish Commission, which he felt <br />".was one of the best in the United States. Dr. Lindsey urged <br />the Board to make every effort not to penalize people who <br />want to protect themselves, and hoped that it never comes to <br />the point where a person is refused a permit in order to <br />defend themselves with their gun. <br />Bill F. Stegkemper, resident of Vero Beach since 1949, <br />approached the Board, and stressed that the people affected <br />most by this ordinance were law-abiding citizens; the people <br />who were criminals could care less about the County <br />ordinance. He felt the mere presence of a handgun prevented <br />crime in many instances, and related several incidents <br />that personally occurred to him. Mr. Stegkemper reviewed <br />the various laws, bills, and the Florida Statutes pertaining <br />to this subject. He thought the Board should prepare a law <br />that would be in line with what they were trying to get <br />introduced into the State: Mr. Stegkemper felt there should <br />be firearms courses available. He then displayed various <br />guns to the audience and Board. <br />Commissioner Fletcher asked if Mr. Stegkemper felt <br />individuals should have some regulations put on them <br />concerning firearms. <br />Mr. Stegkemper responded negatively. <br />Lengthy discussion ensued. <br />Commissioner Bird felt the County's requirements should <br />conform with the bill being presented in Tallahassee. <br />7_1 <br />O <br />M, <br />
