M <br />you were going to have the gun in your car, you could not <br />have it on your person, it must be encased. Other <br />exceptions were: at the place of purchase of the gun, and <br />going to and from the place of purchase; and in your home or <br />place of business. <br />Lengthy discussion followed about following certain <br />criteria in the issuance of licenses; treating each <br />applicant on a uniform basis; whether or not to advertise <br />the parties involved in an appeal process; the fee <br />structure; the training course; and the renewal <br />applications. <br />Sheriff Dobeck commented that it was never the intent <br />of his department to inhibit the use of firearms for anyone <br />in the County - the question was simply if the County wanted <br />to take on the liability. He explained the training course <br />at the pistol range, and that the applicants did not have to <br />be "combat ready" in order to obtain a permit. He stressed <br />that he wanted the people to have a knowledge of how to use <br />their weapon. Sheriff Dobeck affirmed that they were not <br />trying to change the laws, just trying to set up <br />limitations. <br />Commissioner Bird talked about having separate criteria <br />for new applications and renewals. <br />Commissioner Wodtke wondered if there was a way for the <br />renewal applicants not to have to go through the original <br />training course; possibly they could qualify to certain <br />standards over a period of, perhaps, 6 to 10 years. <br />Sheriff Dobeck felt that was a decision the Board would <br />have to make, and they would have to rely very heavily on <br />what the Attorneys have said that each applicant must be <br />treated the same - with uniformity. <br />The Attorney commented that the same criteria would <br />have to be applied to everyone regarding range and class <br />requirements for gun handling. <br />iI <br />O CT 6 1982 <br />21 <br />BOOK 550 <br />
