CONTINUATION OF DISCUSSION RE PURCHASE OF TAPE RECORDER BY <br />JUDGE STIKELETHER <br />The Board wished to go back over some discrepancies in <br />reference to the recorder purchased by Judge Stikelether and <br />requested the Finance Director to clarify whether he <br />authorized the purchase of a recorder or whether there were <br />funds for this in the Judge's budget which could be used <br />with Board approval. <br />Finance Director Barton stated that, as he informed the <br />Board this morning, there were excess funds primarily in the <br />area of witness fees, and if it was the Board's desire to <br />purchase after the fact, the money was there. He continued <br />that he never had a discussion with Judge Stikelether about <br />buying a tape recorder. About a year and a half ago the <br />Judge was having trouble with the Sony recorder which is <br />similar to the one used by the Recording Secretaries. The <br />Judge had access to an identical one which was used, and at <br />that time he purchased the used machine. Mr. Barton stated <br />that since that day, he never has discussed a tape recorder <br />with the Judge until the bill arrived yesterday, and there <br />was no funding for it. <br />Chairman Scurlock inquired whether or not Mr. Barton <br />had prepared the rough draft of the Judge's budget, and Mr. <br />Barton stated that he did prepare a rough draft of Judge <br />Stikelether's 1982-83 budget and had the Judge sign and <br />initial every page; there was no tape recorder in it. <br />The Board reviewed the items listed on the invoices, <br />and it was noted that the items listed apparently were <br />purchased over a period of months but no invoice ever was <br />received until yesterday. <br />Discussion continued as to County policy re going to <br />bid on items of this size, the various accounts in the <br />Judge's budget, the late receipt of the bill, etc. <br />33 <br />OCT 6 1982 <br />
