Commissioner Bird asked if the Attorney preferred that <br />over a long term nominal lease, and Attorney Brandenburg <br />stated it could be done either way, depending on the <br />restrictions the Board wished to put on the property. <br />Richard Weaver spoke strongly in favor of the property <br />being deeded to the North County Fire District for use for <br />an ambulance service, paramedics, etc., so it still would <br />belong to the county and be used for public purposes. He <br />expressed concern about the City having this property shown <br />as revenue in their budget and noted that if they are not <br />going to sell it, they don't need a deed to it. <br />Harold Whitaker, Fellsmere City Councilman, stated that <br />this property is not in their budget now; the City of <br />Fellsmere has absolutely no intention of selling this <br />property; and they do intend to use it as a community <br />building. <br />Ralph Ellis of Fellsmere asked why the City stripped <br />out the ceiling fans, air conditioning, etc., if they <br />intended this building for Community use. <br />The Board wished to know whether the City of Fellsmere <br />would allow the Fire District to utilize the building and <br />also wished Attorney Kilbride to clarify whether this <br />property is included in the City's budget or not. <br />Attorney Kilbride informed the Board that the City of <br />Fellsmere wants to help the North County Fire District, but <br />since July the Council has determined that the new City Hall <br />is not adequate for all of the community needs; they have <br />had requests from various organizations and feel there will <br />be a continuing need for a community center type building <br />and that this building can serve on that basis. He <br />continued that they would like to clarify the title problem <br />and would accept some restriction so that it would remain a <br />public use.
