FUTURE -LAND USE ELEMENT <br />OBJECTIVE 10 NON-CO*11ORI"INC USES ANDBLIGHTED AREAS <br />Indian River County will reduce the number of uses which are <br />inconsistent with the Future Land Use Map and will provide for the <br />redevelopment of blighted areas. <br />POLICY 10.1: Indian River County land development <br />regulations shall include ammortization procedures to ensure <br />that those existing land uses which are non -conforming with <br />the Comprehensive Plan are gradually eliminated. Designated <br />historical sites and structures which are non -conforming <br />shall be exempt from this provision. <br />POLICY 10.2: Indian River County shall permit the <br />development of non -conforming lots of record established <br />prior to July 17, 1985 to allow for the reasonable use of <br />such properties. Provisions of this policy-shal-1 not -apply <br />to plats of reclamati n_on_, _except when non-66nformi ng parcels <br />have been transferred by deed prior to February 13, 1990. <br />POLICY 10.3: Indian River County shall develop guidelines <br />and - requlations to -designate blighted areas in --need of <br />renewal or redevelopment. <br />POLICY 10,4: Within .one year of designating a redevelopment <br />area, Indian River County shall undertake a study to <br />determine the needs and deficiencies as well as remedies and <br />solutions for those areas,. Any land use studies or plans <br />that may result shai1 lie 'Area Plan <br />Amendments to the Comprehensive Plan and Future Land Use Map. <br />POLICY 10.5: By 1990, Indian River County shall initiate <br />action to rezone- property -to conform- with the ---land use <br />designations- identified—on- th€- future- land -use map_#2-.-34 <br />Prior to initiating this comprehensive rezoning process, the <br />county will prepare, an administrative procedure for reviewing <br />claims of vested rights. Through this procedure, landowners <br />will have the ahility to demonstrate that they have a vested <br />right to retain the ,existing density/intensity applicable to <br />their property. Asan interim measure, all development smell <br />be consistent with existing zoning and development <br />regulations, however, in those cases where such regulations <br />may be.in conflict with this plan, the provisions of the plan <br />shall apply. <br />POLICY 10-6: Indian River County shall eliminate any <br />inconsistencies between the Comprehensive Plan and the <br />zoning, subdivision and other Land Development Regulations by <br />1990. <br />POLICY 10.7: Indian River County. shall adopt zoning <br />regulations to meet and address the specific needs of small <br />areas in need of redevelopment or renewal. <br />102 <br />SmeadSoft Reprint Date: Monday, August 12, 2013 - 15:22:16 - OfficialDocuments:672, Attachment Id 0, Page 36 <br />
