FiJTU EI - USE ELEMENT <br />POLICY 10.8: Indian River County shh l encourage the <br />development,—redevelopment and -up ndeveieped-and <br />underdeveloped subdivisions through mechanisms such as Block <br />Grant Programs, Municipal Service Tax Units, creative finance <br />and development proposals, zoning and simplified replatting <br />procedures. <br />POLICY 10.9: Indian River County shall adopt procedures to <br />develop and maintain a housing survey of the county in order <br />to monitor -the structural condition of residences and assist <br />in'code enforcement and redevelopment efforts. <br />POLICY 10.10: Indian River County shall maintain a vigorous <br />code enforcement program operating in all areas of the <br />county. <br />OBJECTIVE 1 COORDINATED PLANNING <br />Indian River County will coordinate with the resource planning and <br />management activities of the state and ensure that all future <br />development will be consistent with approved management plans <br />including the Hutchinson Island Management Plan. <br />POLICY 11.1: The county acknowledges the application of the <br />Hutchinson Island Resource Planning and Management Plan <br />(HIRDMP) to Indian River County. Past county actions have <br />resulted indevelopment_ regulations -consistent—with—the <br />HIRPMP. All new development on the unincorporated barrier <br />island will be consistent with the HIRPMP by implementing the <br />policies of the Conservation, Coastal Mangement, Sanitary <br />Sewer, Potable Water, Drainage, Traffic Circulation and Land <br />Use Elements. <br />POLIC-YA-1 . 2 The C-ount"ha11l-discourage th�devel-opment o <br />areas within the Category 3 hurricane vulnerability zone and <br />implement this through means such as transfer of development <br />rights and public acquisition of property. <br />POLICY _11.3: As part of the annual Ca.ptial_ Improvements <br />Element evaluation and update process, the impact of new <br />development on hurricane evacuation times, and the need for <br />improvements and the timing of improvements to evacuation <br />routes in order to maintain or reduce evacuation times shall <br />be assessed.. <br />POLICY 11.4: Indian River County shall include within the <br />land development regulations a mechanism to assess the impact <br />of new development on emergency evacuation.
