SANITARY SEWER SUB -ELEMENT <br />OBJECTIVE 3 Surface Water <br />By 1992, the county in coordination with the County Public Health <br />Unit, Division of Environmental Health as part of the permitting <br />process, will have a set of adopted requirements governing the use <br />of septic tanks and package treatment plants to protect surface <br />,.,ter And groundwater quay. <br />POLICY 3.1: The <br />Unit, Division of <br />annual" permitting <br />county through the County Public Health <br />Environmental Health shall initiate an <br />program for evaluation. of all package <br />and septic tanks; the results of this <br />evaluation shall be used for prioritization of further <br />expansion of sanitary sewer service. <br />POLICY 3.2: The County Public Health Unit, Division of <br />Environmental Health shall establish a program for continuous <br />monitoring of septic tans and private wastewater treatment <br />plants reported to have problems. <br />POLICY 3.3: The County Public Health Unit, Division of <br />Environmental Health s aal-1 con uct a random sampling of on <br />site sewage— syys tms forbussin sses whi-ctrhave—bee- : d__L:.c_ <br />as hazardous waste generators to ensure that hazardous waste <br />is not discharged into ground or surface water. Violators <br />shall be prosecuted according to the state and/or local <br />regulations'. <br />OBJECTIVE 4 Water Conservation <br />By 1995, thecounty <br />by spray irrigation <br />as ident itied--in t ( <br />will reuse a_minimum of 9% of its wastewater <br />in "locations approved by regulatory agencies <br />Sanitary Sewer Sub -Element. <br />POLICY 4.1: The county shall continue to reuse wastewater by <br />spray irrigation in the west service area and the central <br />service area; in all new plants the county will employ reuse <br />h"pray---ir-rigation with pe-rcolat-3an ponds—as back-up-,---as- <br />identified on Table 3.A.2. <br />POLICY 4.2: By 1995, the county in coordination with the <br />City of Vero Beach shall implement a program for wastewater <br />reuse by spray irrigation for the county's south service area <br />as well as the City of Vero Beach service area. <br />POLICY 4.3: By September 1990, the county shall include in <br />its Land Development Regulations a requirement that <br />'developments which will use treated wastewater for spray <br />county an effluent reuse line for treated wastewater.
