SANITNRY SEWER SUB -ELEMENT <br />----OBJECT1V-E-5----Cap t-1 Improvements <br />By 1995, the county will have completed improvements to the <br />sanitary sewer facilities as outlinedin Table 3.A.12 of the <br />sania sewer sub -element. The- county-will—also have completed <br />the additional expansion to the collection- network -as_ identified <br />in the sub -element. <br />POLTC�5. l: Tie- county shall maintairr-a- f ive-year schedule <br />of Wap al improvement needs -for public- facilities, -to---be <br />updated annually in conformance with the review process for <br />-- <br />the _CapitalImprovements Element of this plan. <br />POLICY.2: Proposed -capital improvement -projects -shall be <br />evaluated and ranked according to the following priority <br />level gu erines: <br />Level One - whether the prqj-ect is- needed t"rote <br />public health and safety, to fulfill the county's legal <br />commitment to provide facilities and services, or to <br />preserve or-a-clrieve full e o existing fadiies <br />Level Two - whether the project increases efficiency of <br />use of existing facilities.,. prevents or reduces future <br />improvement costs, provides service to -developed areas <br />lacking full serviceor--promotes in -fill development <br />Level Three : whether the project represents a logical <br />extension of- facilities and services within aes�ted <br />service area <br />POLICY 5.3: Design for additional capacity for regional <br />faces itis shall begin when a facility is at 50% of its <br />capacity; and construction of additional capacity shall begin <br />when a facility is at 65% of its capacity in order to guaran- <br />tee provision of more than the minimum level of service.
