SOLID WASTE SUB -ELEMENT <br />available at the landfill on a quarterly basis for providing <br />county. <br />POLICY 2.8: By 1991, the county shall increase the number of <br />water quality tests to ensure that enclosed segment I of the <br />landfill as well as active-' egme^'�f the-l-andfill--are not <br />contaminating the surrounding groundwater and surface water. <br />POLICY 2 -._9: --By 1991, the county shall establish a plan for <br />the efficient collection and handling of the construction <br />debris, demolition debris, and land clearing waste. <br />POLICY 2,10: By 1991, the county Public Health Unit shall <br />perform regular inspections of private licensed waste <br />handlers to ensure that bio -hazardous_ wastes generated _by <br />medical establishments and handled by private firms, is <br />properly manages, when improper management of bio -hazardous <br />waste is found during an inspection, the private waste <br />handler (the violator) will be prosecuted and fined by. the <br />Environmental Control Board. The county shall continue to <br />nspecebio- rdous waste which enters the landfill. <br />OBJECTIVE 3 Capital Improvements <br />By 1995, the county will have completed improvements to the solid <br />wastefacility—as—outlined in Tabl-e 3 0.12 of tine Solid Wast <br />Sub -Element, to maximize the use of existing facilities and <br />discourage urban sprawl. <br />,POLICY 3.1: The county shall maintain a five-year schedule <br />_of capital —improvement_ needs—for- public _facilities�to be <br />updated annually in conformance with the review process for <br />the Capitamprovements Element of this plan. <br />POLICY 3.2: Proposed capital improvement projects shall be <br />evaluated and ranked according to the following priority <br />level guidelines: <br />0 Level One - whether the project is needed to protect <br />public health and safety, to fulfill the county's legal <br />commitment to provide solid waste facilities and ser- <br />vices, or to preserve or achieve full use of existing <br />facilities <br />° Level Two - whether the project increases efficiency of <br />use of existing facilities, prevents or reduces future <br />improvement costs <br />POLICY �_. county shall req solid wase service <br />provisions as an enterprise system which is financially <br />self-supporting. <br />POLICY 3.4: The county shall con nue to secure funds <br />through assessments <br />waste facility. <br />40 <br />SmeadSoft Reprint Date: Monday, August 12, 2013 - 15:22:24 - OfficialDocuments:672, Attachment Id 0, Page 59 <br />
