DRAINAGE_SUB_-ELEMENT- <br />GOALS, OBJECTIVES, AND POLICIES <br />Indian River County experienced only minor urbanization prior to <br />stormwater management legislation in the late 1970's. Because of <br />this, many of the natural surface water systems are receiving <br />treated runoff and aquifer recharge is substantial. However, <br />the.Le J.0 U need to set County policy water manage- <br />ment. The following goals, objectives, and policies constitute <br />the County's drainage plan and provide for direction for <br />stormwater management activities in the County. <br />Provide a drainage system for Indian River County which reduces <br />the risk of property damage and inconvenience from long term <br />flooding,- promotes stormwater recharge pf the shallow aquifer, <br />reduces stormwater pollutant loading of the Indian River Lagoon <br />and receiving waters and provides proper floodplain management. <br />OBJECTIVE 1 Flood Protection <br />All new construct ionimprovements will be protectedfrom the <br />25 year/24 hour storm event. <br />POLICY 1.1: The County hereby adopts the following <br />level -of -service standard for all new drainage systems within <br />the -unincorporated county: New development requiring major <br />site plan approval or subdivision platting shall construct a <br />complete drainage system to mitigate the impacts of a 25 <br />year/24 hour design rainfall event using the Soil <br />Conservation Service Type 2 modified rainfall curves. Post <br />development _runoff shall -not—exceed- pre -development runoff <br />unless a maximum discharge rate has been adopted for the <br />applicable drainage basin and the discharge does not exceed <br />that rate. If a maximum discharge rate has not been adopted <br />for the applicable basin,'post development discharge may not <br />exceed pre -development discharge. <br />POLIC-Y 1.2— Ali new -buildings shall have the lowest <br />habitable floor elevation no lower than the elevation of the <br />100 -year flood elevation as shown on the Federal Emergency <br />Management Agency FIRM or as defined in a more detailed study <br />report. <br />POLICY 1.3: All new roads constructed in Indian River <br />County after September, 1990, shall meet the following design <br />criteria. <br />i <br />65 <br />SmeadSoft Reprint Date: Monday, August 12, 2013 - 15:22:28 - OfficialDocuments:672, Attachment Id 0, Page 69 <br />
