DRAINAGE—SUB-ELEMENT <br />POLICY 4.2: By '991, the County will officially request a <br />meeting - with -_h the St—John"vex Water --Managemen"istrir_t to <br />discuss the role of the district in working with state and <br />local governments and independent drainage districts to <br />improve the capacity of primary drainage facilities to a <br />level of service consistent with reasonable growth <br />expectations. <br />POLICY 4.3: By 1991, the County shall draft and send a <br />letter to all FS 298 Drainage Districts, requesting a meeting <br />to discuss the adoption of maximum discharge rates for <br />District facilities based upon adopted District drainage <br />POLICY 4.4: By 1991, Indian River County will officially <br />request a meeting with local drainage districts and <br />the SJRWMD o develop. a plan -to monies and control -pump <br />discharges to Drainage District canals which outfall to the <br />Sebastian River Flood Plain during major storm events to <br />decrease downstream flooding. <br />POLICY 4 5: T -he county wi11�-continue to -include drainage <br />district representatives on its Technical Review Committee. <br />POLICY 4.6: The County will establish a stormwater coordina- <br />tion system with applicable local governments and drainage <br />districts to -provide notification to appropriate entities of_ <br />development in one jurisdiction having potential impacts on <br />another iuris i.ction. <br />OBJECTIVE 5 Preservation of Floodplains and Floodways <br />8y Ie qh <br />ty- will have a comprehensive floodp-lain <br />management plan. <br />POLICY 5.1: By September, 1990, development regulations <br />shall require that all floodways tributory to the Sebastian <br />River South Prong be preserved from encroachment by fill or <br />structures, to the 100 -Year flood elevation. <br />POLICY.5.2: By October, 1990, Indian River County will <br />purchase a minimum of 100 acres of 100 -Year floodplain lands <br />for preservation and management. <br />POLICY 5.3: By 1994, the County will <br />acquired data to determine the impacts <br />the 100 year floodplain and prepare <br />regulate filling within floodplains. <br />69 <br />SmeadSoft Reprint Date: Monday, August 12, 2013 - 15:22:29 - OfficialDocuments:672, Attachment Id 0, Page 73 <br />use existing and <br />of filling land within <br />a management plan to <br />
