DRAI NA-GE—SUB-EL-MEN'— <br />OBJECTIVE 3 Capital Improvements <br />As part of the Capital Improvements Element, the county will have <br />an adopted 20 -Year Drainage Improvement Program, which guides all <br />drainage improvements in the county. <br />P LILY 1 1, The 20 -year Drainage -Improvements Program- shall <br />be included within the Indian River County Infrastructure CIP, <br />as outlined on the Table 3.E,4 of the Drainage Sub -Element <br />and Table 13.23 of the Capital Improvements Element. <br />POLICY 3.2: The County shall include in all major <br />transportation improvement projects drainage facilities to <br />serve the discharge needs of the entire upstream watershed <br />area. Funding shall be included in the Transportation CIP. <br />POLICY 3.3: Proposed capital improvement projects shall be <br />evaluat and ranked according to the following priority <br />level guidelines: <br />Level One - whether the project is needed to protect <br />public health an satiety, to f lf-1I1 t e county's legal <br />commitment to provide drainage facilities and servicub, <br />or to preserve or achieve full use of existing facil- <br />ities. <br />0 -Level-Tao- whether -the-prof-ect increases of€ieiency of <br />use of existing facilities, prevents or reduces future <br />improvement costs, provides service to developed areas <br />lacking full service or promotes in -fill development. <br />Level Three - whether the project represents a- logical <br />extension of facilities within a designated drainage <br />POLICY 3.4: By June 1992, the county shall establish a <br />stormwater utility to fund drainage improvements. <br />OBJECTIVE 4 Intergovernmental Coordination <br />By 1991, the County will have formal, established cooperative <br />relationships with federal, state, and local agencies having <br />s ormwa er jurisdiction within Indian River County. <br />POLICY 4.1: By 1991, the County staff will attend appropri- <br />ate meetings of federal, state, regional, and local <br />agencies which have stormwater jurisdiction within the <br />SmeadSoft Reprint Date: Monday, August 12, 2013 - 15:22:29 - OfficialDocuments:672, Attachment Id 0, Page 72 <br />
