DRA-WAGE--S-UB--ELEMENT <br />POLICY 2.2: By 2010, all existing roadways in the county <br />sT 11 be improved to meet the fs1l-0wing—le-vel-of-service <br />standard: <br />1. Minimum road crown elevation for existing roads shall be <br />raised during resurfacing/rebuilding to the flood <br />elevation resulting from the 2 year/24 hour storm event <br />on local streets. <br />2. <br />The center two lanes of rebuilt roads must be at or <br />above flood levels resulting from a 10 year/24 hour <br />storm event on Arterial and Collector roads. <br />POLICY 2.3: All drainage basins will meet the following <br />level of service standards: <br />Byl-9-9-5 2=Year 4liour S o mr Event <br />By 2000 5-Year/24 Hour Storm Event <br />By 2010 10-Year/24 Hour Storm Event <br />POLICY 2.4: By 2010, retention/detention facilities to treat <br />the- first 1-.5—inches—of r-&in€al-l-will- be- provided -or <br />constructed within all existing county jurisdictional <br />drainage systems that directly discharge to the Indian River <br />Lagoon within the B -Series and R -Series Basins, unless <br />stormwater quality testing shows that state water quality <br />Class II standards are being -met,-Priorities--fQr <br />retrofitting are identified in the Opportunities for <br />stormwater quality and capacity section of each basin <br />analysis. <br />POLICY 2.5: By 1994, the county will develop a comprehensive <br />stormwater management plan to reduce pollutant oadings to <br />--the-Indian R-iverLagoon and to-be-Arcempli-a-neewit-h-state <br />water quality standards for receiving waters. Implementation <br />of the plan shall begin by June 30, 1995. <br />POLICY 2.6: The county will continue its program of drainage <br />facility maintenance by maintaining existing drainage swales <br />and enforcing maintenance of private on-site <br />detention/retention facilities. To enforce maintenance <br />requirements applicable to private drainage facilities, the <br />county will use its code enforcement function. <br />POLICY 2.7.
