M <br />Chairman Scurlock gave a brief history of how the <br />County entered into an agreement with the City of Vero Beach <br />for a specific period of time to wholesale a certain amount <br />Df water. <br />Mr. Lehr inquired if the County was going to take over <br />the sewer plant. <br />The Chairman commented that the County would not be <br />taking over the sewer system from the developer. <br />Myra Taylor, resident of Laurelwood, approached the <br />Board and inquired about the deposit that had already been <br />paid to the developers of Laurelwood. <br />Administrator Wright advised that the deposits would be <br />transferred to the County. <br />Mr. Robinson referred to the agreement and stated he <br />would like to review it again and discuss it at the first <br />meeting in November. <br />Commissioner Fletcher asked Mr. Robinson if he <br />preferred to run his own water system. <br />Mr. Robinson commented that he would have to leave that <br />up to the people at Laurelwood. He felt the County water <br />would be better than the water they are now providing. <br />Commissioner Fletcher noted that Mr. Robinson entered <br />into his agreement with the County "up front" - he had no <br />choice. <br />Mr. Robinson commented that at that point, in 1975, <br />they followed the standard County agreement. He pointed out <br />that some subdivisions had poor service and if he would not <br />provide good service, the County had a provision to take the <br />system over. <br />Commissioner Fletcher argued that the developer had no <br />incentive then to maintain a good water system, if he knew <br />it was eventually going to be turned over to the County. He <br />felt we were perpetuating 1975. He commented that the <br />County got <br />itself into the water and <br />sewer business, <br />and is <br />OCT 2 01982 <br />rs <br />
