Mr. Nason did not agree. He pointed out that the <br />Southern Standard Building Code has specifications covering <br />all type of structures, including cantilevered, and the more <br />.complex your house, the more complex the utilities system, <br />etc.; so, rather than charge an individual fee, they try to <br />charge a fee that is representative. As to establishing a <br />fee based on the number of applications received, Mr. Nason <br />noted that they might have 3,000 applications one year and <br />only 2,000 the next. <br />Commissioner Lyons emphasized that he made his Motion <br />to adopt the proposed fees based on the premise that there <br />is going to be an in-depth study of these rates and that <br />this is an interim situation. We obviously have a problem, <br />and he did not feel it is unreasonable to have the same <br />rates -as the City._ <br />Chairman Scurlock discussed the drop in building <br />activity and questioned if we can continue to support any <br />type organization that is larger than the current need. <br />Mr. Nason reported that they have cut down on person- <br />nel, and he believed they are down to an irreducible minimum <br />for inspection by skilled personnel. He pointed out that <br />although there is not as much activity in new construction, <br />they have many additions and modifications to structures. <br />Detailed discussion followed as to how the Building <br />Department arrives at the cost of construction, and Mrs. <br />Rymer reported that they use a chart produced by the Build- <br />ing Code, which considers types of materials, con- <br />struction, etc.; it is broken down into categories, and <br />there are different evaluations for different parts of the <br />state.
