AU <br />Motion was made by Commissiomer Lyons, seconded by <br />Commissioner Wodtke for purposes of discussion, to adopt the <br />proposed Resolution revising the building permit fees and <br />schedule as shown in the agenda material. <br />Discussion ensued as to what Ifect the proposed <br />planning inspection fee would have on the permitting <br />required for an average house, and Building Director Esther <br />Rymer stated that it would increase the cost about 50%. She: <br />explained that, in the Standard Building code Schedule, the <br />planning inspection fee is half of the building permit fee. <br />Mrs. Rymer continued at at present they have no fee for <br />plans to be approved, although, they have a man on staff for <br />that purpose. They run into problems on projects where they <br />process plans and the developer's financing falls through; <br />he doesn't pick up a building permit; and the department, <br />therefore, never gets paid for their work. <br />Lengthy discussion followed regarding the fact that <br />someone with a $125,000 house, for instance which would have <br />basically the same number of inspections as a $100,000 <br />house, would be penalized for building a nicer home. Mrs. <br />Rymer agreed, but felt some things will offset others. Mr. <br />Nason noted that we must set fees that are equitable for the <br />most and pointed out that architecturally designed houses <br />will be more expensive than those that are mirror images of <br />each other on the block. <br />Commissioner Fletcher continued to discuss inspection <br />and quality control, etc., and doubted that staff had the <br />ability, for instance, to check an engineered structured - <br />truss that is cantilevered. It was his belief that the <br />Building Department is attempting to justify fees based on <br />the cost of the house rather than the cost to the department <br />re inspections. He suggested that they take the cost of the <br />department divided by the number of requests that come into <br />their office and establish a rate in that way. <br />86 <br />
