DELETION OF MARKET STUDY REQUIREMENT PORTION OF LAND USE <br />ELEMENT OF THE COMPREHENSIVE PLAN <br />The Board reviewed the recommendation of Planning <br />Manager Art Challacombe, as follows: <br />TO: The Honorable Members DATE: October 25, 1982 FILE: <br />of the Board of County <br />Commissioners <br />DIVISION HEAD CONCURRENCE: SUBJECT: DELETION OF MARKET STUDY <br />REQUIREMENT AS PORTION OF <br />THE LAND USE ELEMENT OF <br />fatrick Bruce King, AIC7 THE* COMPREHENSIVE PIAN <br />FROM: Art Challacombe, REFERENCES: <br />Planning Dept...Manager <br />It is recommended that the data herein presented be given <br />formal consideration by the County Commission. <br />DESCRIPTION & CONDITIONS <br />On August 10, 1982, during the summer Comprehensive Plan <br />bearings, Mr. Paul E. Koehler submitted a letter which <br />questioned the need to provide market data as a requirement <br />for establishing commercial and industrial nodes. In the <br />discussion which followed on this particular item, two <br />important facts were established: <br />(1) No standardized criteria had been developed for market <br />study information requirements, <br />(2) Governments' interest in commercial development should <br />not interfere with an individuals' rights under a free <br />market system. <br />The Planning Department, after the completion of the summer <br />hearings, proceeded to develop a market study requirements <br />list. The purpose of this task, in addition to complying <br />with the directive of the Commission and the Comprehensive <br />Plan, was to make a determination as to the appropriateness <br />of the marks -.t study requirement in the Land Use Element. <br />On October 19, 1982, the requirement list -was submitted for - <br />discussion with the Planning and Zoning Commission. In a <br />4-0 vote the Planning and Zoning Commission voted to re- <br />commend -that the County Commission delete the requirement for <br />market studies from the Comprehensive Plan. <br />ALTERNATIVES & ANALYSIS <br />(A) Disadvantages of a Market Study: <br />In this country, conscious policy for many years has been to <br />organize economic activity by utilizing free-market in- <br />stitution and the incentive of private profit where these <br />are appropriate.
