At the Treasure <br />Coast Regional Planning Council's mee-cing of July 16, 1982, the Council voted <br />to request that Hutchinson Island, located in Martin and St. Lucie counties, <br />be designated an Area of Critical State Concern. It is the Council's opinion <br />that Hutchinson Island qualifies for this designation because it is an environmental <br />and natural resource of statewide concern. This importance was recognized in 1978 <br />by the Council when it identified Hutchinson Island as a geographic area of <br />particular concern as part of its coastal zone management program. <br />Much of the discussion regarding this matter has centered upon potential <br />development on Hutchinson Island; particularly in St. Lucie county. At the Council's <br />September meeting, Commissioner Ed Enns, as authorized by the St. Lucie County Board <br />Commissioners, requested the Treasure Coast Regional Planning Council to reconsider <br />its July action to request the State to designate Hutchinson Island as an Area <br />of Critical State Concern. It was explained by Commissioner Enns that the projects <br />of concern to,the Council due to their exemption from the St. Lucie County <br />moratorium were being processed on the advice of their County Attorney to allow <br />the developer to continue to meet with county staff to prepare plans which meet <br />county criteria. Commissioner Enns reassured the Council that the projects have not <br />received the approval of the Board of County Commissioners. The Council was <br />then provided a review of the efforts undertaken by St. Lucie county in planning <br />for growth, and expressed the position that the county's problems would be best <br />solved by local, elected officials. _ <br />During the course of discussion of this item, the Treasure Coast Regional Planning <br />Council staff pointed out that at the time -the -Council initially adopted the <br />Critical Area recommendation the boundary was from the Ft. Pierce Inlet south to <br />the St. Lucie Inlet. However, subsequent to the initial recommendation, State <br />officials have expanded the boundaries to include the area north to the Sebastian <br />Inlet. During the Council's meeting of September 17th, regarding the request <br />by the St. Lucie County Board of Commissioners for the Council to reconsider its <br />July action, upon being put to a vote the motion to affirm the Council's request <br />for a Critical Area designation for Hutchinson Island carried. <br />ALTERNATIVES AND ANALYSIS <br />Subsequent to the.Treasure Coast Regional Planning Council's reaffirmation of <br />their recommendation to the Governor forthe designation of Hutchinson Island <br />as an Area -of Critical State Concern, Governor Bob Graham has distributed letters <br />to all affected jurisdictions, including Indian River County, requesting that <br />the Board of County Commissioners appoint an elected official and a representative <br />from the Planning Office to serve on the Hutchinson Island Resource Planning and <br />Management Committee pursuant to Section 380.045 Florida Statutes. Governor <br />Bob Graham's letter dated October 15, 1982, is attached for your information <br />and review. <br />In accordance with FS 380.045, the objective of this committee shall be to <br />organize a voluntary, cooperative resource planning and management program to <br />resolve existing, and prevent future, problems which may endanger those resources, <br />facilities, and areas identified as potential areas of Critical State Concern. <br />The Governor shall select a Chairman and -Vice -Chairman. The State Department <br />of Veteran and Community Affairs shall provide technical assistance and admini- <br />strative support to the Committee. The Committee will act on a simple majority <br />of a quorum present and shall make a report within six months to Ms. Joan Heggen, <br />Secretary of the Florida Department of Veteran and Community Affairs. <br />For your information, under Florida Statute 380.05 DVCA may recommend to the <br />Administration Commission (the Governor and Cabinet) specific Areas of Critical <br />State Concern. In its recommendation, DVCA shall include recommendations with <br />respect to the purchase of lands situated within the boundaries of the proposed <br />area as environmentally endangered lands and outdoor recreation lands. DVCA <br />also shall include any report or recommendation of the Hutchinson Island Resource <br />Planning and Management Committee; identification of the dangers that would result <br />from uncontrolled or inadequate development of the area .and the advantages <br />that would be achieved from the development of the area in a coordinated manner; <br />a detailed boundary description of the proposed area; specific principles for <br />guiding development in -the area;: and an inventory of the lands owned by the <br />state, federal, county, and municipal governments in the.proposed area. <br />79 <br />
