APPOINTMENTS TO HUTCHINSON ISLAND RESOURCE PLANNING AND <br />MANAGEMENT COMMITTEE <br />Recommendation of the Planning Director was reviewed: <br />'TO: Honorable Members, DATE:October 21, 1982 FILE: <br />Board of County Commissioners <br />SUBJECT: Hutchinson Island Resource <br />Planning and Management Committee <br />FROM: Bruce King, AICP REFERENCES: <br />Director Governor Bob Graham's Letter <br />Community Development Division October 15, 1982 <br />It is requested that the information provided herein be given formal consideration <br />by. the Board of County Commissioners during the regular meeting of November 3, 1982. <br />DESCRIPTION AND CONDITIONS <br />During the past several months the Treasure Coast Regional Planning Council has <br />been actively involved in deliberations concerning the Council's recommendation <br />to the Florida Department of Veteran and Community Affairs for the designation <br />of Hutchinson Island as an Area of Critical State Concern pursuant to Section <br />380.05, Florida Statutes. In accordance with.FS 380.05(2), one of three types <br />of areas may be designated as an Area of Critical"State Concern: <br />1) An area containing or having significant impact upon environmental <br />or natural resources of regional or statewide importance and the <br />uncontrolled private or public development of which would cause <br />substantial deterioration of such resources. <br />2) Area containing or having a significant impact upon historical <br />or archaeological resources, sights, or statutorily defined <br />historical'or archaeological districts and the private or public <br />'development of which would cause substantial deterioration or complete <br />loss of such resources, sights, or districts. <br />3) An area having a significant impact on or being significantly impacted <br />by an existing or proposed major public facility or area of major public <br />investment. <br />In 1974, the Division of State Planning evaluated Hutchinson Island as a <br />potential Area of Critical State Concern. During its review, the Division <br />found that local efforts were underway to alleviate the concerns which prompted <br />the study. As a result, the Division of State Planning concluded that Hutchinson <br />Island should not be recommended as an Area of Critical State Concern at that <br />time, but that the situation should be closely monitored to assess the impact <br />of local efforts. If those efforts proved ineffective, consideration was again <br />to be given to the designation of Hutchinson Island as an Area of Critical State <br />Concern. <br />In the view of the Treasure Coast Regional Planning Council, Hutchinson Island <br />qualifies as a critical area because its development will have a significant <br />impact on existing public facilities; particularly the bridges and causeways that <br />connect the island with the mainland and state road AIA which provides access <br />from one end of the island,to. the other.
