BOOK 51 <br />N ®V 3 1982 <br />RECOMMENDATION <br />In order to provide the Board of County Commissioners a better understanding <br />of the extent and nature of the end product of this process, a copy of the <br />Resource Planning and Management Committee Report from a similar study conducted <br />for Charlotte Harbor on the west coast of Florida was obtained from the Bureau <br />of Land and Water Management, Florida Department of Veteran and Community Affairs. <br />This report is attached for the Boards's review and is presented in Attachment B. <br />Basically, the end product in all probability will consist of a policy plan relating <br />to all of the major topics relating to coastal development. <br />It is the recommendation.of the Community Development Staff that the Board of <br />County Commissioners appoint an elected official -of the Board and the Director <br />of the Community Development Division to -serve on the Hutchinson Island Resource <br />Planning and Management Committee. _ <br />Chairman Scurlock felt strongly that Indian River <br />County has been very diligent in their planning, and was <br />greatly concerned that the State might become more involved <br />than we may wish in our own decision making process. He <br />recommended that the Board by Resolution note their concern <br />in this regard, including the observations voiced at this <br />meeting, and send it to the Governor. He further did not <br />wish to be involved in a dispute between St. Lucie and <br />Martin Counties. <br />David Green of the Bureau of Water Management and <br />Community Affairs assured the Board that the State is very <br />pleased with Indian River County's policies on the Barrier <br />Island and that inclusion on the committee would in no way <br />be a reflection on the County development policies. He <br />emphasized that they don't want Indian River County to <br />referee any fight, but there is a potential for this county <br />to be impacted, and the State feels it is important to have <br />all those who could be impacted take part. <br />Chairman Scurlock inquired if we could participate <br />without being designated an area of critical concern, or at <br />the very least, limit such designation to only the area <br />south of the 17th Street bridge. <br />Mr. Green believed it would be possible for Indian <br />River County to be excluded if a development designation <br />should take place, but he felt it is very important for the <br />- 81= <br />
