whole barrier island system from Sebastian Inlet south to be <br />considered in order to look at the problem as a whole. <br />Commissioner Lyons pointed out that the impact on us of <br />development south of Fort Pierce Inlet is considerably less <br />than any impact on Martin County, and if we were to be <br />represented, it should be made clear that our role in the <br />solution of the total problem involved is minimal. <br />Mr. Green commented that the study done by Kimley Horn <br />for St. Lucie County suggested the escape routes in event of <br />nuclear disaster should be straight up into Indian River <br />County; Commissioner Wodtke felt this is a totally different <br />issue. <br />Discussion ensued about the make-up of the proposed <br />committee, and Mr. Green explained that.the committee will <br />be made up of about 25 members, consisting of elected and <br />planning officials from all the municipalities and counties <br />involved, as well as people from the different state <br />agencies. The first committee meeting will be held in the <br />Community College in Fort Pierce and then will rotate to <br />other locations. <br />Community Development Director King wished to make it <br />clear that it is the Department of Community Affairs which <br />makes the recommendation to the Governor, not the Resource <br />and Planning Committee, and if the Department•of Community <br />Affairs feels it is justified, they can recommend any area <br />as an area of critical concern, even though the ,committee <br />has voted otherwise. <br />Mr. Green agreed that could be done, but noted that it <br />has never happened in the past and he doubted it would. He . <br />explained that if a designation does take place, the State <br />will establish certain criteria for development performance, <br />in the problem area, but will not stop development. <br />Mr. King commented that in a'similar study done for <br />NOV 3 1982 82 K 51 PnE 909 <br />
