110V 3 1982 Boa 51 F, <br />Charlotte Harbor, the State developed policies covering a <br />very broad area. <br />Commissioner Lyons again emphasized that the problem <br />exists mainly between St. Lucie and Martin Counties, and our <br />involvement is minimal. <br />Motion was made by Commissioner Lyons, seconded by <br />Commissioner Wodtke, that Indian River County not be <br />includedo in the -Hutchinson Island Resource Planning and <br />Management Committee. <br />Commissioner Wodtke wished to know how the study is <br />going to be funded. Mr. Green replied that he would act as <br />secretary for the committee and be responsible for arranging <br />all the meetings. The staff will be primarily from his <br />agency and from the Regional Planning Council, and they are <br />donating their time. <br />Commissioner Wodtke pointed out that we pay the <br />Regional Planning Council, and when our Barrier Island Study <br />was done by them, we paid the necessary costs so that St. <br />Lucie and Martin Counties would not have to pay towards the <br />cost of our study. He did not understand why funds cannot be <br />found to pay for the cost of the proposed study rather than <br />impact us. <br />Commissioner Bird noted that the committee apparently <br />will be formed whether or not we choose to name a <br />representative to it. His main concern was that we not be <br />included as an area of critical concern, and he could not <br />feel that we would be strengthening our position by not <br />having a representative and a vote. <br />Commissioner Fletcher concurred wholeheartedly. He <br />felt the committee could afford an opportunity to gather <br />more data and did not see any cost involved except one staff <br />member's time. <br />Chairman Scurlock commented that he originally just <br />favored a resolution to convey our concern, but now felt <br />
