0 V 3 1982 <br />BOK 51 F9,44 <br />PURPOSES AND OBJECTIVES <br />The Indian River County Commission proposes to have a comprehensive <br />water and sewer rate study which will include the:following areas: <br />An evaluation of alternative water and sewer cost <br />determination and rate setting philosophies that are <br />available to the County. <br />An evaluation of the advantages and disadvantages of <br />each methodology, and how effective each addresses the <br />pricing objectives of the County. <br />Development of an appropriate method of financing capital <br />replacement and capital expansion. - <br />'Determination of County indirect costs related to water <br />r, and sewer operations, as well as the costs associated <br />with utility services provided to other departments <br />within the County. <br />Calculation of monthly charges for general water and sewer <br />service which include the following components. <br />- Fixed charge that represents a minimum amount <br />that each customer must pay. <br />- Volume or consumption charge that varies by the <br />amount of water or sewer services used. (Considered <br />in this analysis will be the appropriateness of <br />declining block rates, uniform rates, and inverted <br />block rates.) _ <br />Conducting a bill frequency analysis for the establishment <br />of rate blocks (if a philosophy other than a uniform rate <br />structure is selected). <br />Calculation of the cost to provide public and private <br />-fire protection. (Taking into consideration -a demand <br />charge.) <br />Calculation of the following special service charges: <br />- Water service connection <br />- Sewer service connection <br />- Deposit <br />- Late payment processing and related penalties <br />- Charge for restoration of service to delinquent _ <br />water and sewer customers <br />- Charge to review plans by developers and other <br />customers constructing on-site water and sewer <br />improvements. <br />Determination of a methodology for calculating high strength-=" <br />wastewater surcharges. <br />- M M <br />
