Development of an effective extension policy for expanding <br />water and sewer services within the County. Included in <br />this analysis would be the calcuaition of an -appropriate <br />capital recovery charge or impact fee. <br />An evaluation of special charge such as impact fees <br />assessment, development fee, ect., for South Beach. <br />Determination of an appropriate policy for providing a <br />"reduction allowance" associated with irrigation water <br />not returned to the sewer. <br />An evaluation of the appropriateness of special charges for <br />the.following classes of customers: <br />- "Lifeline" customers = <br />- Customers located in the South Beach area <br />- Apartment complexes, Condos, Mobile Home Parks <br />(Vista Royale, etc.) - <br />Analysis of the financial impact of the proposed rates on <br />water and sewer customers. <br />Comparison of existing and proposed County water and sewer <br />rates with those of similar operations. <br />Development of a process by which County staff personnel <br />are trained to update rates in future years. <br />10 copies of draft study will be provided. <br />15 copies of final study will be provided. <br />Commissioner Lyons inquired if there might not be a <br />duplication in the scope of services since we made the <br />identification of indirect costs part of our auditor's job <br />also. <br />Administrator Wright assured him that staff will make <br />f <br />sure there is no duplication of services, and they would <br />like to know if the Board wished anything further added or <br />deleted. <br />Commissioner Lyons inquired about policy re outside <br />agents collecting; noting that you can pay your City of Vero <br />Beach utility bill at local banks. <br />NOV 3 1982 <br />Administrator Wright stated that will be addressed. <br />118 <br />I <br />
