Edward Taylor - <br />Traffic Sign Proposal <br />FROM: Michael L. Orr,10 REFERENCES: <br />Traffic Engineer . <br />In response to a request from Reverend Taylor to present a <br />traffic sign proposal to the Board of -County Commissioners, <br />the following information and background is provided. <br />DESCRIPTION AND CONDITIONS <br />Reverend Taylor met with City Engineer, Cliff Suthard, and <br />Traffic Engineer, Michael Orr, on May 25, 1982 to view and <br />discuss the proposed speed limit sign. ;Basically, the new <br />sign design uses black "bars°' at either- the top or bottom of <br />of a standard speed..limit sign to serve as an advance indi- <br />cation of an increase or decrease in the speed limit at the <br />next posted speed limit sign. <br />Savings in money and lives are claimed by Rev. Taylor. Staff <br />discussed the proposed sign with Rev. Taylor stating that facts <br />to support his claims are absent and savings in money and lives <br />are doubtful. Staff advised Rev. Taylor that current personnel <br />levels would not allow time to adequately test the proposed <br />sign and that a letter would need to be sent to either the <br />Vero Beach City Council or the Indian River County Board of <br />County Commissioners to obtain authorization to experiment. <br />The Florida Department of Transportation (FDOT) and the Federal <br />Highway Administration (FHWA) were contacted personally by <br />Rev. Taylor regarding the proposed sign. Both orgahizations <br />refered any testing to be done to either the City of Vero Beach <br />or Indian River County. <br />As identified by the FDOT in the attached letter, a number <br />of problems with the proposed sign are present: <br />1) Considerable <br />quired.
