I <br />NOV 17 1992 <br />Attorney Block then introduced Jim Young, registered <br />professional engineer, to discuss water and sewer, drainage, <br />transportation, etc. <br />Mr. Young first addressed the matter of traffic, noting <br />that after completing their study, the Planning Staff <br />reached the conclusion that "at the stated level of <br />capacities, the proposed rezoning would not adversely impact <br />the existing road network," and applicant concurs. <br />As to drainage Mr. Young pointed out that the project <br />is located basically on an area known as the 10 mile ridge <br />which contains a great deal of white sand and drains <br />excessively well. He noted that staff made the statement <br />that storm water run off from industrial development can be <br />expected to be significantly more than mobile home <br />development; they felt that drainage should not be a problem <br />and any impact most likely would be negligible. In regard to <br />water supply, Mr. Young continued that although they have <br />not done any testing on this site, they have done extensive <br />testing in Village Green and know there is water in the <br />area. He further noted that their project would require only <br />1/1.0th of 1% of the gallonage the U.S. Geological survey — <br />indicated was available. As for sewer, they are sitting on <br />the high sand ridge where there should be very good <br />percolation. The staff report referred to future County <br />water and sewer service in this area as there is pressure <br />for expansion and felt it would be compatible with <br />industrial use. Realcor agreed, but felt it also would be <br />compatible with mobile home park development which would <br />provide a good base for a system. <br />Mr. Young then reviewed some of the reasons the <br />Planning & Zoning Commission recommended denial of their <br />request for rezoning, noting that the staff report negated <br />the statement made by Mrs. Bowman that: "This area would be <br />better used for industry where less of the 10 mile ridge <br />51 <br />
