In regard to the statement made by the Planning <br />and Zoning Commission that this area was better suited for <br />commercial and industry, Mr. Young emphasized that most of <br />this park sits on the 10 mile ridge at 25-30' elevation and <br />will handle residential probably better than any other area <br />west of the City of Vero Beach. He asked that the Board bear <br />in mind the drainage problems in Rockridge Subdivision and <br />the Royal Palm area. As -to the Planning and Zoning argument <br />recalling "the hours spent coming up with the Plan and the <br />thoughts behind a node at Route 60 and the designating of <br />this for light manufacturing," Mr. Young noted that while <br />Y part of that node does encompass part of their property, the <br />majority of their property is MD -1. <br />Attorney Block again took the floor and spoke in detail <br />of the other areas with which they take issue, noting that <br />they feel they are compatible with Hibiscus Airport and this <br />contention is supported by a letter from Mr. Brown of the <br />DOT, which states that their project is compatible and also <br />that it is not within the accident prone area which is less <br />than 2,5001. As to the noise factor, Attorney Block reported <br />that the same letter gave wording to a disclosure his client <br />would be willing to present to any prospective resident. He <br />submitted that the issue concerning the airport has been put <br />to rest. <br />Attorney Block next addressed the physical.impact <br />analysis and questioned the validity of the figures used by <br />the Planning Department to come up with a negative benefit — <br />for a mobile home park of 1.4 million and a positive benefit <br />from industrial/commercial of approximately $9,500.
