r <br />NOV 17 1992 <br />BOOS <br />system, and since this is to be an'adult retiree community <br />with no children, he felt this statement should be stricken. <br />He continued that on the expense -side, the Planning <br />Department used a multiplier of 2.8 and came up with 2021 <br />residents while on the income side, they limited the project <br />to 720 mobile homes. Attorney Block contended that the <br />average used by most agencies is 1.7 rather than 2.8. He <br />agreed there is still a negative effect, but felt a figure <br />of $200,000 would be more realistic than 1.4 million. He <br />argued that staff then used a different theory to compare <br />the mobile home park with industrial and believed that the <br />figures used for square footage of industrial floor area, on <br />which they based employment anticipation, would not be <br />realized in the next 70 to 100 years. Attorney Block <br />continued that not only does the mobile home resident pay a <br />tag fee, but the developer, who does not have the benefit of <br />Homestead Exemption, pays a real estate tax based on the <br />land and the pads, and it was his opinion that the tax <br />generated would amount to more than the estimated $9,400 <br />benefit from industrial/commercial. He then questioned the <br />need for industrial property, noting that the market `P'ar -z-- <br />industrial use is in a slump, but the market for affordable <br />housing is here today. Attorney Block stressed that MD -1 is <br />a permitted use for a mobile home community, and in regard <br />to concerns re impact on civil defense, law enforcement, <br />fire, etc., he noted that there is a fire station at Village <br />Green and pointed out that during Hurricane David, the <br />problems encountered were in the fixed properties, not the <br />mobile home properties. In any event, they are committed to <br />be a part of the Civil Defense plan and to build an extra <br />strength clubhouse. <br />Ralph Evans, owner in trust of the 135 acres which is <br />the subject of this public hearing, informed the Board that <br />he is not financially involved with Realcor; he is however, <br />53 <br />M <br />
